Tax Justice Network Africa will participate in the 4th Sub-Committee session on Tax and Illicit Financial Flows under the Africa Union's Specialised Technical Committee on Finance, Monetary Affairs, Economic Planning and Integration, which will be held in Lusaka, Zambia, from 5- 9 May 2025.
The meeting, organised by the African Union Commission (AUC), will convene experts, policymakers, and stakeholders in the field of taxation with an aim to enhance technical and negotiation capacities of Member States through capacity-building on the UN Framework Convention and process to ensure effective participation in negotiations, particularly those related to the digital economy, illicit financial flows (IFFs), and cross-border taxation.
Held under the theme “Advancing Africa’s Agenda 2063 Through Tax and Fiscal Policy Measures to Enhance Domestic Resource Mobilisation,” the meeting will build upon outcomes from previous sessions, particularly the 3rd Sub-Committee meeting held in Yaoundé, Cameroon, in May 2024. That session focused on reinforcing Africa’s leadership in regional and global tax reform efforts.
The Sub-Committee’s mandate is to explore and recommend practical solutions related to taxation and IFFs, providing policy advice for adoption by the Ordinary Session of the STC. This process is integral to shaping recommendations that may ultimately be endorsed by the African Union Heads of State and Government. The overarching aim is to design tax policy measures that unlock domestic resources for inclusive growth, sustainable development, and the realisation of Africa’s Agenda 2063.

Session II: High Level Panel discussion on the theme of the 4th STC Subcommittee on Tax and IFFs: "Advancing Africa's Agenda 2063 Through Tax and Fiscal Policy Measures to Enhance Domestic Resource Mobilisation"

This panel discussion will explore how tax and fiscal policy measures can drive Africa’s ambition for self-sufficiency and sustainable development in line with the Vision and Aspirations under Agenda 2063. Experts and policymakers will examine strategies to strengthen domestic resource mobilisation (DRM), tackle illicit financial flows (IFFs), and enhance Africa’s influence in global tax rulemaking especially considering the new developments in international trade and possible implications for revenue mobilisation on the continent.
Session III: Progress Report on the implementation of the 3rd STC Subcommittee on Tax and IFFs Recommendations

This session will provide a critical update on the implementation of the recommendations from the 3rd STC Sub-committee on Tax and IFFs. Experts from the AU, ATAF, TJNA, and the UNECA will present progress on global tax reforms, capacity building on tax and DRM being provided to Member States, piloting of the anti-IFFs policy tracker tool, and implementing the AU’s tax and IFFs strategies. This will be a strategic opportunity for policymakers and tax experts to assess progress, share best practices, and enhance Africa’s coordination and advocacy in global tax governance.
Session IX: Presentation of the experiences of countries on the piloting of the anti-IFFs policy tracker tool and other anti-IFFs measures.

TJNA will share their insights on implementing this innovative tool, the Anti-IFFs Policy Tracker, developed by the African Union and TJNA, designed to monitor, assess, and strengthen tax-based anti-IFF policies across African countries, providing stakeholders with up-to-date information and actionable insights to combat illicit financial flows. By piloting this tool, African countries aim to generate disaggregated evidence to inform policy interventions, enhance domestic resource mobilization, and foster transparency in financial systems. This session will delve into the challenges faced, lessons learned, and the potential for broader adoption of the tracker to bolster Africa's economic resilience.
