Tax Justice Network Africa will be attending the AU 2nd Sub-Committee on Tax and Illicit Financial Flows (IFFs) of the Specialized Technical Committee on Finance, Monetary Affairs, Economic Planning, and Integration from May 31, 2023, to June 2, 2023, in Addis Ababa, Ethiopia.

The meeting, organized by the African Union Commission (AUC), will convene experts, policymakers, and stakeholders in the field of taxation with a primary objective of addressing the challenges posed by illicit financial flows (IFFs) and foster tax cooperation in Africa. Participants will engage in detailed discussions, focusing on pertinent issues, and propose concrete measures to achieve inclusive growth and sustainable development across the continent.

The meeting will be attended by Experts and Senior Officials from the Ministries of Finance, Tax Administrations, Government Specialised Agencies, Central Banks of the AU Member States, representatives from the Regional Economic Communities (RECs), and African Tax Experts. Observers and Contributors will be invited to participate, including Civil Society Organisations (CSOs), Non- Governmental Organizations (NGOs), Investigative Journalists, and Academia.

Key sessions during the meeting will include;

· What does a minimum tax mean for Africa?

· How best can Africa protect its tax bases?

· New areas of Focus: What Efficiency gains can Africa draw in its Domestic tax regimes? A focus on VAT Cross border transactions.

· Progress Report on the UN Tax Convention.

· Progress Report on Curbing Illicit Financial Flows (IFFs) in Africa.

TJNA’s Acting Executive Director, Chenai Mukumba, will join a panel discussion on the United Nations Convention on Tax, focusing on challenges and opportunities for Africa. Recently, TJNA made submissions to the UN Secretary General's Tax Report 2023, calling for establishment of a UN tax convention to set standards and promote inclusive international tax cooperation. This further reinforces our commitment to advocating for Africa's fair and transparent tax systems.

TJNA will also be presenting its policy tracker toolkit to AU member states with a view to securing buy-in and fostering a collective commitment to combatting IFFs and promoting tax transparency and accountability in Africa.
