Tax Justice Network Africa (TJNA), in collaboration with the Society for International Development (SID) and Third World Network Africa (TWNA), will host a pre-Pan-African Conference on Illicit Financial Flows and Taxation (PAC 2026) webinar on Wednesday, 23 September 2026, from 12:00 to 1:30 p.m. EAT. The webinar will take place ahead of the 14th Pan-African Conference on Illicit Financial Flows and Taxation (PAC 2026), which will be held in Dakar, Senegal, from 30 September to 2 October 2026.
The conference will be held under the theme “Advancing a Transformative Tax Justice Agenda for Africa.” The webinar will serve as a lead-up conversation, helping frame the key questions and priorities that will inform discussions at PAC 2026.
As a lead-up to PAC 2026, the webinar will explore five thematic areas: Transformative Tax Justice and African Economic Thought; Taxation for Industrialisation and Structural Transformation; Africa and the International Tax System; Tax, Inequality, Inclusion, and Social Transformation; and Emerging Frontiers in Tax Research.
Why this conversation matters
African countries continue to face significant challenges in financing inclusive and sustainable development. These include high debt levels, inequality, limited fiscal space, and structural weaknesses in their economies.
Against this backdrop, tax policy must be considered not only as a tool for raising revenue, but also as an instrument for advancing economic sovereignty, redistribution, industrialisation and structural transformation.
The webinar will bring together scholars, policymakers, practitioners and civil society actors to examine these issues and consider what they mean for Africa’s fiscal and development future.
What participants can expect
The webinar will feature a session titled “Who Shapes Africa’s Economic Future? Tax Justice, Sovereignty and the Global Economic Order.” The session will explore how tax justice and economic sovereignty can support structural transformation and strengthen Africa’s voice in shaping the global economic order. Participants will also take part in a facilitated reflection session, followed by a plenary discussion to identify key questions and priorities that can further inform the PAC 2026 agenda.
