TJNA advocates for a comprehensive approach that not only curtails tobacco consumption but also ensures that the tax burden is distributed fairly, particularly among vulnerable populations.
TJNA's advocacy lies in addressing the regressive nature of tobacco taxation. While higher taxes deter consumption, they also risk disproportionately affecting low-income individuals who may allocate a larger share of their income to tobacco products. To mitigate this, TJNA emphasises the importance of implementing progressive tax structures that prioritise public health while minimising the financial strain on disadvantaged communities. TJNA aims to strike a balance between reducing tobacco use and safeguarding economic equity by advocating for tiered tax systems or earmarking tax revenues for targeted health programs.
Robust monitoring and enforcement mechanisms are needed to combat illicit tobacco trade, which undermines the effectiveness of taxation policies. Strengthening collaboration between governments, law enforcement agencies, and regional bodies is essential to stem the flow of illicit tobacco products and collect legitimate tax revenues.
TJNA's advocacy extends beyond taxation to encompass broader efforts in promoting transparency, accountability, and good governance in tobacco control measures, aligning with its overarching mission of advancing tax justice and equitable development across Africa.
