Tax Justice Network Africa (TJNA) will host the African Tobacco Tax Consortium (ATTC) for its upcoming strategy meeting from 11 to 13 February 2026 in Praia, Cabo Verde.

The meeting will bring together ATTC partners to review progress made on joint initiatives agreed upon in 2024 and 2025, including reflections on partners’ contributions, coordination efforts, and challenges encountered. It will also provide space to define shared objectives and strategies for 2026, particularly in countries of common operation.

The ATTC is a collaborative platform convened by TJNA that brings together organisations with expertise in tobacco tax policy and advocacy in Africa. Consortium partners include the World Health Organization (WHO), the Economics of Excisable Products Research Unit (UCT-REEP) at the University of Cape Town, the African Tax Administration Forum (ATAF), Consortium Pour le Recherche Économique et Sociale (CRES), and TJNA. 

The meeting will focus on strengthening the coordination and impact of the Consortium, including branding it and establishing a more structured secretariat that will be hosted by TJNA.  

Participants will also develop a joint action plan for 2026 and agree on a framework for engaging Regional Economic Communities (RECs) to advance tobacco tax harmonisation, provide technical input into regional directives, and support evidence-based advocacy through policy briefs and research outputs. 

Cabo Verde’s strong implementation of the WHO Framework Convention on Tobacco Control (FCTC) and effective enforcement of domestic tobacco control laws offer an important context for shared learning as we work towards more equitable fiscal and public health outcomes on the continent.  

The meeting will provide an opportunity to reflect on lessons from Cabo Verde and other countriess, and to situate national and regional tobacco taxation efforts within broader continental policy processes. 

The ATTC aims to further position itself as a continental thought leader on tobacco tax policy advocacy and research through this strategy meeting, while enhancing collaboration among partners to support progressive tobacco tax systems across Africa.
