Tax Justice Network Africa (TJNA) will highlight the critical role of fair and progressive taxation in advancing Africa’s health and development priorities at the 8th Session of the African Union Specialized Technical Committee (STC) on Finance, Monetary Affairs, Economic Planning and Integration, which will take place from 29 September to 3 October 2025 in Johannesburg, South Africa. 

The session, themed “Bridging Africa’s Health Financing Gap in a Changing Geo-Economic Context: Challenges and Potential Solutions will bring together policymakers,  representatives from regional economic communities, development partners, technical experts, and stakeholders. 

TJNA’s co-hosted side events will convene participants to spotlight strategies for boosting domestic resource mobilisation, safeguarding fiscal sovereignty, and strengthening health financing. These events will enable African negotiators on the UN Framework Convention on International Tax Cooperation (UNFCITC) to assess opportunities, define negotiating positions, and safeguard fiscal sovereignty. 

TJNA will also participate as follows: 

Session: Advancing Health Taxation as a source of Domestic Resource Mobilisation and Public Health Gains

This side session will highlight how well-designed health taxes can finance essential health services, promote universal health coverage, and support equitable health outcomes. The session will include country examples, innovative approaches, and strategies to overcome challenges such as illicit trade and weak tax administration.

This session will provide a platform for African stakeholders to discuss the UN Framework Convention on International Tax Cooperation (UNFCITC), its implications for fiscal sovereignty, coordinate positions, and highlight the continent’s priorities. 

TJNA’s participation highlights its commitment to ensuring Africa’s voice is central in shaping fiscal and health policy across the continent, promoting progressive tax systems that protect public health, strengthen revenues, and advance equitable development.
