A new report by the Centre for Democracy and Human Rights (CDD), in partnership with Tax Justice Network Africa (TJNA), calls on Mozambique to use tax policy to reduce fossil fuel dependence, recover public revenue, and finance a just energy transition. The report warns that without urgent fiscal reforms, the country’s coal and gas reserves could deepen long-term dependence on extractives while limiting the resources available for renewable energy and public services.
The report, titled 'Taxation as a Phase-Out Strategy from Mozambique's Fossil Fuel Industry', examines how tax policy can shrink the operating space of Africa's fossil fuel sector while accelerating investment in renewable energy. It focuses on coal from Tete province and natural gas from the Rovuma Basin in Cabo Delgado two sectors that together account for more than 50 percent of national exports.
